Merged Cyd's glass-lamp-latency (per-frame lamp STATE sweep, glass only,
BT_GLASS_LAMP_SWEEP=0 restores; #45 citation in his comment fixed to
"field reports"). Smoke-tested: cockpit + all MFD panels un-regressed,
no compositor artifacts. SCOPE NOTE for testers: this fixes BUTTON/lamp
responsiveness under load in all glass layouts INCLUDING separate
windows; instrument-SURFACE refresh (needles/pages) still rides the
throttled background gauge sweep and can lag on heavy missions -- the
background-sweep starvation dig is the follow-up. 767 zip deleted.
