Mech phase 2: reconstruct PowerWatcher (: HeatWatcher)

Base of the Torso/HUD/Gyroscope cockpit subsystems. Ctor chains HeatWatcher +
watchdogAlarm(5) + minVoltage; statics/dtor/test/reset real; Simulation staged.
BT: 27 ok.
